The City of Johannesburg has announced an ambitious R10 billion plan to revitalise hostels across the city, aiming to address poor living conditions and introduce new accommodation types. MMC for Human Settlements, Mlungisi Mabaso, unveiled the plan at the Ekurhuleni Recreation Center in Meadowlands, Soweto, on March 8, 2025.
The Revitalisation Plan
The plan seeks to eradicate old, poorly maintained hostel structures and replace them with modern, well-designed accommodations that cater to the diverse needs of residents. Mabaso emphasized that the initiative is rooted in Section 26 of the South African Constitution, which guarantees access to adequate housing.
“Growing up in the hostel environment has really assisted in terms of understanding what needs to be done and for the city to get things right,” Mabaso said, highlighting his personal connection to the issue. He acknowledged that a similar development plan introduced 15 years ago failed due to inadequate planning and lack of engagement with residents. This time, the government is committed to thorough consultations with hostel leaders to ensure decisions are informed by the realities on the ground.
Addressing Residents’ Concerns
Hostel leaders and residents gathered to hear the plan and voice their concerns about living conditions. Mdletshe, a leader from Mapetla Hostel, described the dire situation: “The situation in the hostel is very bad. I am talking about sewage problems to poor electricity maintenance that is dangerous to the residents.”
Despite past disappointments, Mdletshe expressed hope that the government and MMC Mabaso would fulfill their promises. However, some residents remain skeptical. An anonymous resident lamented, “The situation in the hostels is terrible, and it is painful to see all these councillors coming to feed us with fake promises now and then and not taking any action.”
Economic Opportunities and Infrastructure
The revitalisation plan goes beyond housing improvements, aiming to stimulate economic activities within hostel communities. The project includes support for residents running businesses, creating opportunities for entrepreneurship and job creation. By integrating economic activities into the redevelopment, the city hopes to foster sustainable growth and improve the quality of life for hostel residents.
