Nelson Mandela Bay Municipality is one of nine Metropolitan (or Category A) municipalities in South Africa. It is located on the shores of Algoa Bay in the Eastern Cape province, and comprises the city of Port Elizabeth, the nearby towns of Uitenhage and Despatch, and the surrounding rural area. The name "Nelson Mandela Bay Municipality" was chosen to honour former President Nelson Mandela, although there is no geographical feature in the area by that name.

Qualifications and experience required:

  • B.Sc. degree (Electrical Engineering) (Heavy Current).
  • Must be registered as a Professional Engineer with ECSA.
  • Seven to eight years’ relevant work experience.
  • A valid Code B driver’s licence.

Key attributes and competencies:

  • Proficient oral and written communication skills in English and at least one other official local language.
  • Strategic management and forward planning to achieve short- and long-term objectives of section.
  • Good interpersonal, communication and managerial skills.
  • Good budget management skills.
  • Ability to plan, formulate and implement policies, projects or programmes.
  • Excellent report-writing and presentation skills.
  • High level of attention to detail.

Special conditions associated with the position:

  • Must be physically fit and able-bodied.
  • Must be able to perform manual operations and duties on foot. Need to carry out construction site visits and inspection of projects.
  • Sight, speech and hearing ability.

Job purpose:

  • Managing and administering the Planning Division with respect to the planning and design of the low, medium and high voltage electrical network of the Municipality in accordance with the budgetary provisions, safety and quality standards in order to meet short-, medium- and long-term requirements.
  • As part of the selection process, candidates may be tested on any requirement, skill or competency, which will include pre-employment screening, medical examination, security vetting and psychometric assessment.
