Johannesburg Water SOC Ltd (JW) is a municipal entity incorporated on 21 November 2000 and commenced business on 1 January 2001 as an independent company, with the City of Johannesburg (CoJ) as its sole shareholder.
KEY RESPONSIBILITIES:
- Identify and define objectives associated with data administration and development of GIS systems. Evaluate and comment on applicability of specific key performance indicators and measures against outcomes detailed in the Department’s business and strategic Plans.
- Implement HR policies and procedures to control/regulate workplace conflict and / or instituting corrective measures and consultation processes to address deviations from standards.
- Analyse trends, operating requirements and forward plans to establish funding for the period, assessing the accuracy of project estimations referring to specifications. Ensure accurate estimates are prepared in relation to requirements enabling the section to contribute positively towards meeting objectives and sustaining the quality and standards of service delivery.
- Guide the drafting, adjudicating and reporting processes with regards to tenders and verifying details, terms and conditions, specifications, etc. comply with laid down policies, regulations and procedures. Implement procedures to administer contracts and the processing of completion and payment invoice.
- Direct and control the administration of the Johannesburg Water GIS water and sewer infrastructure data and mapping environment Manage the implementation of standard operating procedures and policies for integrated and coordinated system development. Monitor project deliverables against milestones and critically examine interim reports with a view to identifying and addressing deviations from agreed scope of work.
- Prepare detailed reports outlining specific constraints and opportunities for changing key performance areas to sustain the quality of output. Liaise and communicate with the IT department and IT service providers to maintain a high level of compute and application efficiency within the department. Ensure a stable working environment, uninterrupted flow and optimum GIS system functionality and performance within Johannesburg Water.
- Organise the resolution of problematic and complex data discrepancies in spatial and attribute data by querying, analysing and matching data to other data sets. Ensure optimum database performance and integrity, maximum availability of IMQS website, and secure controlled access to GIS systems and data.
- Report monthly statistics on the progress of projects and client services delivered for management reports, communicate with users on a regular basis to ensure good customer relations and knowledge of user needs.
JOB REQUIREMENTS: ESSENTIAL QUALIFICATIONS AND EXPERIENCE
- National Diploma in GIS/ National Diploma in IT System Development (NQF 6)
- 8 years in GIS systems/Databases/Software of which 3 must be in management. Knowledge of water and sewer infrastructure.
